Firebase comes in three distinct versions and licenses. The Community Edition, the Standard Edition, and the Enterprise Edition. Please find the details of each edition below.

Firebase Community Edition

Licensed under the AGPL, the  Community Edition is open source and available from community site. This edition is a single server edition which lacks some enterprise features such as clustering and encryption but is otherwise feature complete.

Firebase Standard Edition

The Standard Edition is feature-equivalent of the Community Edition, but licensed under a proprietary  license. This is still a single server edition, but is suitable if you want to avoid the AGPL but does not need all the bells and whistles of the Enterprise Edition.

Firebase Enterprise Edition

The Enterprise Edition contains all features and is licensed under a proprietary license. THis edition includes the high availability, transparent fail-over, scalability features and is appropriate if you're running a commercial, 1st grade enterprise. 

Custom Edition / License

Should none of the above editions and their licenses suit you it may be possible to negotiate a custom license. Examples could be licenses for non-profit organisations or universities, or simply for cost related reasons.
